Most campgrounds only allot a specific number of sites that they offer online so when it says that it's filled up, the campsite might still have a few that's only availale if you call them. Also, not all of these campgrounds are updated immediately so there is also a possibility that someone cancelled but it hasn't reflected on the site, too. I'd suggest you can try calling the campground up to see if they still have any sites available.
