I can't speak for Fort Whaley, but Frontier Town is top rate. It's a great place for kids and is clean. They have a great western theme.
Perhaps the best part is that they run a regular shuttle to Ocean City and the beach. There are however a lot of people as it is a rather large campground. It's big and busy, but I think that's part of the summertime fun.
