Hmmmm...how about the RV sites? How far are they from the tracks?

Re: KOA in Spokane Valley, Washington is a NIGHTMARE
We actually stayed here once. It went pretty okay. The staff was quite friendly. Yes, there were trains that were passing through, but it wasn't really much of a bother. I guess it's more amplified when you tent camp since the walls of a tent are thinner than any RV. The only downside that we had here was the sites were just way too tight. Then again, most KOAs are that way. Wi-Fi was also spotty.

We also got to stay here once and it was okay. Nothing spectacular. Pretty much like any other KOA. The site for the RVs were a bit tight. You can still the trains early in the morning, but I grew up near a railway so it didn't really bother me that much.
